be advisable to insert a passage to the following effect

after the words I have quoted above:-

"To this end, a mis-described consignment

"exported from a State permitting export only

"under licence shall only be permitted to be

"forwarded upon production of a copy of the

"necessary export licence, as in the case of a

"consignment rightly described; a mis-described

"consignment exported from a State where a licensing

"system does not obtain should be detained and you

"should refer to me for instructions."

This should make the position quite clear.
